Richard Coleman Citydesigner was commissioned by first by Sainsbury’s, second by Land Securities and finally by the present owners Circleplane to advise on the 20 Blackfriars project in early 2005. The consultancy was initially involved in providing advice to the client and architects in developing their design for a mixed-use scheme comprising residential and office buildings, and the subsequent production of a comprehensive Townscape, Heritage and Visual Impact Assessment report, which embodied this advice, as part of the ES. Among the key tasks undertaken for the project were a series of in-depth historic studies of the existing buildings on the site, and an assessment of their heritage and architectural and a justification for demolition and redevelopment in line with national and local policy. A detailed review of the riverscape, important river prospects, local townscape views and the view from St James’s Park bridge was also undertaken to inform a robust visual impact assessment of the scheme on sensitive receptors in the area.
Richard Coleman also acted as an independent expert giving advice to the client and design team in the public inquiry held for both this and the neighboring Beetham Tower scheme, which were heard jointly. The outcome of the public inquiry was to allow this appeal and both projects both have planning permission.
